Queen's Wharf Brisbane

Key details

The Queen's Wharf Brisbane Priority Development Area (PDA) facilitates the development of an integrated resort and associated infrastructure.

It includes land located between the Brisbane River and George Street and between Alice and Queen Streets, with a riverfront connection to the Goodwill Bridge.

The PDA was declared on 28 November 2014.

Development scheme

The development scheme is the regulatory document which assists with planning, carrying out, promoting, coordinating and controlling land development within the PDA.

The Queen's Wharf Brisbane PDA Development Scheme (PDF icon 12.5 MB) commenced on 28 January 2016.

Note: Amendments to the Economic Development Act 2012 have changed the interpretation of PDA exempt and PDA self-assessable development. More information

In response to the Implementation Strategy within the development scheme, EDQ has also prepared the Queen's Wharf Brisbane PDA public realm and movement network planning and design guideline (PDF icon 12.5 MB) to guide future development within the PDA.

Development assessment

Economic Development Queensland (EDQ) assesses development applications for this PDA.

All development applications are assessed against the development scheme.

The development scheme requires development in the PDA to demonstrate practical conformance with the guideline.

Infrastructure

Funding and building infrastructure is key to facilitating development within PDAs.

The Queen’s Wharf Brisbane PDA Infrastructure Charging Offset Plan (ICOP) (PDF icon 285 KB) provides details of the infrastructure charges for the PDA and the infrastructure items that may be offset against these charges. It includes indicative maps and plans of the relevant infrastructure networks.

The ICOP is supported by the Infrastructure Plan Background Report (IPBR) (PDF icon 2.2 MB) which outlines the planning assumptions for the trunk infrastructure requirements to service demand generated from the PDA.

To claim either a provisional or a final infrastructure offset use the online form. Please refer to the application checklist ( 179.5 KB) before completing the online form.
