Notice of the declaration of the Woolloongabba Priority Development Area (PDA) and Interim Land Use Plan is now in effect

Under the provisions of section 40 of the Economic Development Act 2012, the Minister for Economic Development Queensland gives notice ( 642.0 KB) that the Woolloongabba PDA has been declared and the Woolloongabba PDA Interim Land Use Plan is now in effect for a period of 12 months, unless a development scheme for the PDA is finalised earlier.

PDA development applications over land in the Woolloongabba PDA are now assessed against the Woolloongabba PDA Interim Land Use Plan, effective 22 September 2023.

Key details

We have a unique opportunity to capitalise on major developments and events in the next decade to create a thriving inner-city suburb. Given this opportunity, the previous Woolloongabba Cross River Rail PDA has been revoked, and a new, larger Woolloongabba PDA has been declared. The Woolloongabba PDA comprises an area of approximately 106 hectares, covering more of Woolloongabba, as well as parts of Kangaroo Point, East Brisbane, South Bank and the Stanley Street precinct.

The Woolloongabba PDA was declared on 22 September 2023 and the Woolloongabba PDA Interim Land Use Plan ( 16.8 MB) came into effect.

The new, larger PDA will see the Woolloongabba precinct, Cross River Rail and the Brisbane Metro connected to South Bank and Brisbane CBD via a walkable, active travel corridor to South Bank and Brisbane City Council’s new green bridge.

The new, larger PDA enables a more integrated and coordinated planning approach for the whole suburb, including connectivity to nearby precincts. The PDA will build on current development happening in the area, facilitating sustainable interconnected neighbourhoods close to public transport, open space and supporting services and conveniences.

Woolloongabba PDA Interim Land Use Plan

The Woolloongabba PDA Interim Land Use Plan ( 16.8 MB) is a temporary planning document which regulates development within a PDA in an interim capacity until a PDA development scheme is finalised.

The Woolloongabba PDA Interim Land Use Plan came into effect on 22 September 2023 for a period of 12 months unless the development scheme for the PDA is finalised earlier.

The interim land use plan has been prepared to provide an interim planning and development framework for the Woolloongabba PDA whilst detailed planning and community engagement is completed as part of the development scheme preparation process.

Existing development approvals are not impacted by the declaration of a PDA. Development applications lodged with Brisbane City Council prior to the declaration of the PDA will continue to be assessed by Brisbane City Council under its planning and assessment framework.

Development scheme

The development scheme is the regulatory document which assists with planning, carrying out, promoting, coordinating and controlling land development within the PDA.

The Woolloongabba PDA Development Scheme is currently under preparation.

Public notification for a Proposed Development Scheme will commence in May 2024 and be open for a minimum period of 30 business days during which anyone can make a submission.

Submissions received will be collated in a report for the Minister for Economic Development Queensland to consider in finalising the development scheme.

The development scheme is anticipated to be finalised around September 2024.
