Proposed Development Scheme for the Woolloongabba PDA

Pursuant to section 59 of the Economic Development Act 2012  the Minister for Economic Development Queensland (MEDQ) gives notice that public notification of the proposed development scheme for the Woolloongabba PDA has commenced.

The MEDQ invites you to make a written submission about the proposed development scheme between 2 May 2024 to 14 June 2024 (the submission period).

Key details

The Woolloongabba PDA was declared on 22 September 2023, and the Woolloongabba PDA Interim Land Use Plan ( 16.8 MB) was given effect whilst a development scheme is prepared.

The Woolloongabba PDA comprises an area of approximately 106 hectares, covering parts of Woolloongabba, Kangaroo Point, East Brisbane, and South Brisbane (see Woolloongabba PDA Boundary Map).

The PDA was declared in response to a range of urban regeneration opportunities such as:

  • major public transport investment in Cross River Rail, the Kangaroo Point Green Bridge and the proposed Woolloongabba Brisbane Metro station
  • alignment with other State priorities, such as affordable and social housing provision, high-value job creation, and improved amenity for community enjoyment
  • potential for greater planning cohesion and integration, connecting significant precincts to the city and major destinations
  • revitalising underutilised inner-city areas to support more people living closer to public transport, workplaces, entertainment districts and services.

Through its declaration as a PDA, EDQ’s streamlined planning and assessment processes apply, enabling more housing, jobs and open space sooner.

Following declaration of the Woolloongabba PDA, EDQ has developed a proposed planning framework to manage growth and facilitate transformative urban regeneration. The proposed planning framework includes the following key documents:

Development scheme

A development scheme is the regulatory document which assists with planning, carrying out, promoting, coordinating and controlling land development within the PDA.

Prior to finalising a development scheme for the Woolloongabba PDA, a Proposed Development Scheme ( 35.2 MB) (The Woolloongabba Plan) has been prepared and, in accordance with the Economic Development Act 2012, is available for public comment.

The Draft Public Realm Guideline ( 6.9 MB) supports The Woolloongabba Plan by providing additional guidance around public realm outcomes and relevant PDA development requirements, including how more open space and extensive urban greening will be enabled. The Draft Public Realm Guideline ( 6.9 MB) is also available for public comment.

While detailed infrastructure planning is underway, including the preparation of a Development Charges and Offsets Plan (DCOP), an interim Infrastructure Plan Background Report ( 19.5 MB) has been prepared for the Woolloongabba PDA and is available for background information purposes.

The submission period

The Proposed Development Scheme ( 35.2 MB) (The Woolloongabba Plan) and the Draft Public Realm Guideline ( 6.9 MB) are available for public comment between 2 May to 14 June 2024 (the submission period). Anyone may make a submission about the documents during the submission period.

How do I make a submission?

Anyone can make a submission about the Proposed Development Scheme (The Woolloongabba Plan) and the Draft Public Ream Guideline. A submission should:

  • be in writing
  • include the submitter’s name and contact details
  • be received during the submission period, from 2 May 2024 to 14 June 2024, and
  • include a description of any aspects of the Proposed Development Scheme and/or Draft Public Realm Guideline that you would like to provide feedback on.

To assist with the preparation of submissions, EDQ has prepared a submission form which can be downloaded, completed and submitted using the email and postal address below. Use of the submission form is non-mandatory. It has been prepared to help with the preparation of submissions only.

Submissions can be made to the MEDQ by:

What happens after the submission period?

After the submission period has ended, the MEDQ:

  • will consider all submissions received within the submission period
  • will prepare a submissions report, and
  • may make amendments to finalise the documents.

If approved by the MEDQ:

  • submitters will be notified in writing
  • a public notice will be published
  • a submissions report will be made available on the EDQ website
  • the Development Scheme and will take effect and be made available on the EDQ website along with the Public Realm Guideline.

Woolloongabba PDA Interim Land Use Plan

The Woolloongabba PDA Interim Land Use Plan ( 16.8 MB) is a temporary planning document which regulates development within a PDA in an interim capacity until a PDA development scheme is finalised.

The Woolloongabba PDA Interim Land Use Plan came into effect on 22 September 2023 for a period of 12 months unless the development scheme for the PDA is finalised earlier.

The interim land use plan has been prepared to provide an interim planning and development framework for the Woolloongabba PDA whilst detailed planning and community engagement is completed as part of the development scheme preparation process.
