Key details
The vision for the Southport Priority Development Area (PDA) is to deliver the Gold Coast Central Business District (CBD).
The PDA covers 198.3 hectares in the Southport CBD and includes residential, retail, commercial, financial, educational and community uses.
The PDA was declared on 4 October 2013.
Proposed development scheme amendment
The development scheme is the regulatory document which assists with planning, carrying out, promoting, coordinating and controlling land development within the PDA.
A proposed development scheme amendment ( 13.2 MB) was publicly notified from 23 November until 22 December 2021 (the submission period).
The Minister for Economic Development Queensland (MEDQ) will consider all submissions received before deciding what amendments, if any, may be made to finalise the proposed Southport PDA Development Scheme amendment.
Until then, the current Southport PDA Development Scheme ( 13.6 MB) which commenced on 5 September 2014 and was last amended on 9 November 2021 (
107.3 KB) continues to regulate development in the PDA..

Development assessment
The City of Gold Coast Council assesses development applications for this PDA.
All development applications are assessed against the development scheme.
Infrastructure
Funding and building infrastructure is key to facilitating development within PDAs and is outlined in the Infrastructure Funding Framework ( 1.4 MB).
Council's adopted infrastructure charges are applicable to development within the PDA.
