2024-27 Works for Queensland Program

The $300 million 2024-27 Works for Queensland Program (W4Q) funding round will support the 65 councils outside of South East Queensland to deliver local projects that create jobs, deliver better infrastructure and services, and improve the lives of Queenslanders now and into the future.

This brings the total W4Q commitment from the State since 2016 to $1.1 billion.

The aim of 2024-27 W4Q is to provide funding to eligible councils to deliver infrastructure, planning, maintenance and capability development projects which:

  • support essential services, or
  • contribute to community economic development or council sustainability.

These projects enable councils to further drive local employment opportunities and provide liveable communities where Queenslanders want to work, live and play.

Funding details

Eligible councils will receive a funding allocation, which is to be spent on job-creating maintenance and minor infrastructure projects relating to assets owned or controlled by the council.

Eligible councils will receive:

  • a $1.5 million base allocation (up from $1 million in previous rounds)
  • an amount calculated using population and unemployment figures for each local government area.

You must submit your project proposals by Friday 5 July 2024.

Key dates

  • Applications open 13 May 2024.
  • Applications close 5 July 2024
    • We will only consider extensions to submit late project proposals/applications in extraordinary circumstances (for example, natural disaster impacting a council area).
  • Announcements expected from September 2024.

All projects funded through the 2024-27 W4Q must be completed by 30 June 2027. We will not consider extensions beyond 30 June 2027 and councils will need to return any unspent funds to the department.

Use the eGrant portal to submit you applications. Applications must be submitted online.

Project proposals

Your project proposal must include:

Project name and description

For the 2024-27 W4Q there is a greater emphasis on project names and descriptions. To help councils, a guide has been included in the program guidelines .

Supporting documents

Project proposals must be supported by documents demonstrating the need for the project. These can include:

  • a council corporate plan or asset management plan
  • a council operational plan
  • local government planning documents
  • critical infrastructure condition reports, including non-compliance directives or notifications from regulators or other State agencies
  • council 10-year financial forecasting
  • community engagement response
  • state, regional or local economic development report
  • state or regional community and/or infrastructure plans.

Estimated commencement and completion dates

You should ensure proposed projects have all approvals in place at the time of application lodgement. This includes:

  • development approvals
  • regulatory approvals and permits
  • native title approvals.

Eligible projects

Councils may use their 2024-27 W4Q program funding by applying it toward to projects that fit one, or all of the following elements:

  • infrastructure / maintenance projects
  • planning projects (no more than 20% of council’s total 2024-27 W4Q allocation)
  • capability development projects (no more than 5% of council’s total 2024-27 W4Q allocation).

There is no limit to the number of project proposals that a council can submit. However, we encourage councils to consider submitting projects based on the highest need and their own capacity to manage and deliver all endorsed projects by the program end date.

Plant and equipment items and operational expenses are not able to be funded through W4Q.

Reporting

Use the eGrant portal to provide quarterly reports on endorsed projects.

You will need to submit quarterly progress and completion reports for all endorsed projects.
