Stage 1: Strategic Assessment
As each proposed investment is unique, the analysis in Stage 1: Strategic Assessment should be tailored to fit the proposal. The extent of Stage 1: Strategic Assessment should be informed by the size, scope, risk and complexity of the service need.
Agencies must contact Infrastructure Portfolio and Advisory for advice and endorsement of any tailoring of the Business Case Development Framework templates.
Stage 1
Strategic Assessment is the initial phase in the proposal development process.
Stage 2
Options Analysis builds on the assessment of service need and benefits in Stage 1: Strategic Assessment.
Stage 3
Detailed Business Case builds on the analysis of options undertaken in Stage 2: Options Analysis and provides a more comprehensive analysis of the preferred option/s.
The Stage 1: Strategic Assessment Guide (
722.7 KB) supports agencies to substantiate and articulate a problem or opportunity and service need, and encourages agencies to ensure that the benefits being targeted are a priority for the Queensland Government. Stage 1: Strategic Assessment should initiate a broad investment discussion where agencies consider a wide range of potential initiatives, including non-build solutions.
To assist agencies, a suite of guidance materials supported by templates have been developed, and can be found on the strategic considerations and guides and templates pages.
Purpose
To indentify potential ideas that could resolve the issues or develop the opportunity.
Evaluate whether any of the ideas have the potential to be viable options.
Key elements
The evaluation will help shape the service need and base case.
Hold workshop/s to generate ideas followed by an evaluation of these ideas against a set of relevant criteria to determine if any could potentially achieve viable outcomes to either resolve the issue or develop the opportunity.
Outcomes
Identification of service need and potential longlist of options.
