Stage 3: Detailed Business Case

As each proposed investment is unique, the analysis in Stage 3: Detailed Business Case should be tailored to fit the proposal. The extent of Stage 3: Detailed Business Case should be informed by the size, scope, risk and complexity of the service need.

Agencies must contact Infrastructure Portfolio and Advisory for advice and endorsement of any tailoring of the Business Case Development Framework templates.

Stage 1

Strategic Assessment is the initial phase in the proposal development process.

Stage 2

Options Analysis builds on the assessment of service need and benefits in Stage 1: Strategic Assessment.

Stage 3

Detailed Business Case builds on the analysis of options undertaken in Stage 2: Options Analysis and provides a more comprehensive analysis of the preferred option/s.

The Stage 3: Detailed Business Case Guide ( 1.1 MB) provides information on the implementation, governance and management arrangements for the successful procurement and final delivery of the proposal. Documenting the governance and assurance arrangements for the business case analysis assures investment decision-makers that the appropriate people, expertise and agencies have participated, and robust and evidence-based business case analysis has been undertaken.

Where project conditions do not allow for sequential completion of the previous Stages, Stage 3: Detailed Business Case should be adjusted to ensure that key analyses from earlier Stages inform the proposal’s development.

To assist agencies, a suite of guidance materials supported by templates have been developed, and can be found on the strategic considerations and guides and templates pages.

Purpose

To evaluate the viability of the highest ranked option/s with surety of outcomes across all evaluation criteria and develop investment implementation plans.

Key elements

Provides in-depth analysis on the preferred option/s, including social, environmental, sustainability, economic, financial and commercial considerations. Stage 3: Detailed Business Case sets up the implementation, governance and management arrangements for the successful procurement and final delivery of the proposal.

Outcomes

A business case is produced, which provides clear, comprehensive evidence for decision-makers.
