Queensland Charter for Local Content

The policy that provides businesses with full, fair and reasonable opportunities to tender for Queensland Government funded projects.

The Queensland Charter for Local Content (the charter) is the local industry policy under the Queensland Industry Participation Policy Act 2011 and is administered by the Department of State Development and Infrastructure. The charter is in line with the principles of Buy Queensland 2023 which is about stewarding Queensland Government procurement investment to support quality, local jobs, boost the Queensland economy and leave a lasting positive legacy for current and future generations of Queenslanders.

The charter and Agency guidelines (PDF icon 1.1 MB) have been designed to support government agencies to incorporate the principles of the charter into their procurement processes and procedures.

Additionally, the Tenderer and grant applicant guidelines (PDF icon 837 KB) has been designed to assist grant applicants, tenderers and managing contractors to address how they will adopt the principles of the charter and comply with reporting requirements. Follow the steps to see if the charter applies to your project and how to comply with the charter’s principles and reporting requirement.

1. Is my procurement subject to the charter?

Do any of the following apply to your procurement?

  • total Queensland Government contribution of greater than $5 million (exclusive of GST), or greater than $2.5 million (exclusive of GST) in regional Queensland, excluding information and communications technology (ICT) products and services
  • any Public Private Partnerships (PPP) for projects and capital asset acquisitions with a Queensland Government capital value contribution of $5 million (exclusive of GST) or greater
  • determined strategically significant by the procuring government agency
  • standing offer arrangements where expenditure is projected to exceed $5 million (exclusive of GST) over the life of the arrangement
  • Queensland Government grants greater than $2.5 million (exclusive of GST)
  • large infrastructure projects where funding of over $20 million is provided by the Australian Government through the Queensland Government.

2. How do I acknowledge the charter and reporting requirements?

  1. Complete a Procurement Notification and submit to qclc@qld.gov.au
  2. Insert an acknowledgement in the tender that this procurement is bound by the principles of the Queensland Charter for Local Content
  3. Insert local content outcomes reporting clause in tender Special Condition of Contract Clause

3. Applying the charter - is a Statement of Intent required?

4. Statement of Intent options

If the procurement is for direct goods and services, the charter is applied through the agency completing an Agency Statement of Intent.

OR

If the procurement is for a managing contractor and/or will be appointing sub-contractors, the charter is applied through tenderers completing Tenderers Statement of Intent or grant applicant completing a Grant Applicant Statement of Intent.

The Tenderers and Grant Applicants’ Guidelines to the Statement of Intent has been developed for both tenderers and grant applicants to assist completing a statement of intent.

5. Monitor and report

Complete the Project Outcome Report at intervals determined in your agreement or contract and email qclc@qld.gov.au
