The Brisbane International Cruise Terminal will provide a dedicated cruise ship facility for mega cruise ships, transforming underutilised and undeveloped land at Luggage Point on the north side of the Brisbane River into a thriving tourism hub and helping Brisbane to capture a share of the sizeable cruising industry, increasing tourist numbers, creating jobs, and stimulating the economy.

The terminal will be built to accommodate some of the world’s largest and most luxurious mega cruise ships, optimising passenger experience from 'kerb to cabin'. There will also be public open spaces, parking for cars and buses plus extensive landscaping across the site.

The Brisbane International Cruise Terminal is estimated to support over 240 jobs a year over its two-year construction period. It is expected that approximately 49 operational jobs will be created on average each year.

Market-led proposal strengths

Alignment with government policy, priority and community need

  • The terminal will attract mega cruise ships to Queensland, boosting tourism numbers and spend.
  • The terminal has the potential to increase cruise tourism further along the Queensland coast as additional cruise ships continue their journey up the coast.

Justification for direct negotiation

  • The site is adjacent to the Port of Brisbane and will mean the Port of Brisbane can leverage its existing facilities, systems and expertise.
  • The Port is well placed to deliver the project, having experience in providing and maintaining port infrastructure and facilities for a highly diversified trade base, including for mega ships which currently berth at Fisherman Islands.
  • Queensland will be able to maximise its share of the cruise ship market and capture the economic advantages of additional travellers to the state.

Value for money

  • Unlocking underutilised and undeveloped land for the project with private investment will provide substantial economic benefits for the state and increase the potential for further cruise ship tourism further up the state.
