The Economic Development Act 2012 provides for a streamlined planning and development framework for particular parts of the state (declared Priority Development Areas or PDAs) to facilitate economic development, and development for community purposes.
Once a site is declared, under the ED Act, a development scheme for the PDA must be prepared.
In partnership with Redland City Council and stakeholders, the Minister for Economic Development Queensland (MEDQ) has prepared a development scheme which provides for redevelopment of the area including mixed use residential, retail and tourism based development.
The Weinam Creek PDA Development Scheme was approved on 29 May 2014.

Where is the Weinam Creek PDA?
Weinam Creek PDA is located on the southern shores of Moreton Bay in the suburb of Redland Bay and incorporates the Weinam Creek Marina, located at the intersection of Banana Street and Meissner Street. The bus stop/ferry interchange within the PDA is an important item of community infrastructure, providing access for the island residents to shopping, health, education, employment and entertainment opportunities throughout the Redlands and the greater Brisbane area. This facility links the southern Moreton Bay islands (Macleay, Lamb, Karragarra and Russell islands) with the mainland. This link also allows visitors and tourists to access the islands.
The PDA is bounded by Weinam Street to the west, Moores Road to the south and Peel Street to the north. It incorporates Council and privately owned land as well as open space. The PDA covers a total area of approximately 42 hectares (36.2 hectares over land and 5.8 hectares within the Moreton Bay Marine Park).

Why was the Weinam Creek site declared as a PDA?
Weinam Creek is recognised as a gateway to the Southern Moreton Bay Islands. The bus stop/ferry interchange is an important item of community infrastructure, providing access for island residents to shopping, health, education, employment and entertainment opportunities throughout the Redlands and the greater Brisbane area. Continuing growth in population and travel to Southern Moreton Bay Islands will increase demand and place pressure on the existing small scale facilities and infrastructure. This situation has led to the requirement to prepare an appropriate development strategy for the PDA.
What will the MEDQ in partnership with RCC do within the Weinam Creek PDA?
The Minister for Economic Development Queensland (MEDQ) in partnership with Redland City Council (RCC) have worked with state government agencies, ferry providers, landowners, the community and other stakeholders to prepare the development scheme which will be used to guide future development outcomes within the Weinam Creek PDA. This scheme will seek to create an accessible and connected place with opportunities for mixed use and medium density residential development that reinforces Weinam Creek as a community focus and a regional gateway to the southern end of Moreton Bay.
What is RCC's role within the Weinam Creek PDA?
RCC requested the PDA and worked with the MEDQ to prepare the development scheme. This includes overall project coordination, procurement of consultants and community engagement.

What is the vision for Weinam Creek PDA?
The vision for delivery of the Weinam Creek PDA is to:
- a regional gateway to Moreton Bay and the Southern Moreton Bay Islands with a strong community identity and enhanced public open space
- new water transport services and facilities including a relocated and improved ferry and bus stop terminal co-located with car parking
- a mixture of residential, commercial and retail development with significant connected open space areas along the waterfront
- development that complements the Redland Bay retail centre
- high levels of access to transport and ferry infrastructure
- a range of community facilities and services; and
- an accessible and connected place, featuring high quality public transport integrated with a safe and convenient walking and cycling network.
What is the Weinam Creek PDA Development Scheme?
The Weinam Creek PDA Development Scheme is the planning document which sets out the land uses, development criteria and infrastructure envisaged for the Weinam Creek PDA. It provides a framework for development assessment and gives the development industry certainty about where growth may occur.

How was the Weinam Creek PDA Development Scheme prepared?
The development scheme was prepared by Economic Development Queensland in collaboration with RCC, the community and state agencies.
The preparation of the development scheme was informed by specialist consultant advice including civil engineering, economic, environmental, stormwater management, traffic engineering and urban design advice.
The proposed development scheme was publicly notified from 10 January to 24 February 2014. During this time a number of submissions were received. What key amendments were made to the Weinam Creek PDA Development Scheme?
Following the end of public notification, submissions received were considered by the MEDQ and RCC. RCC considered the key issues raised in the submissions and its view on the submissions helped determine what key amendments should be made to the proposed development scheme. The key amendments include:
- confirming the opportunity to relocate and co-locate the ferry and bus terminal with car parking and to provide car parking commensurate with current and future needs
- strengthening the role of open space including existing parks and proposed waterfront esplanade areas
- reinforcing the development scheme to require development to address urban design and other amenity matters such as adjoining development, local character, views, breezes and open space and that there will be no net loss of public open space within the PDA
- improvements to the readability of the development scheme.
The submissions report summarises the submissions received by the MEDQ and RCC, provides information on the merits of the submissions and the extent to which the proposed development scheme has been amended.

Who is responsible for assessing development applications?
The MEDQ is the development assessment manager for development applications within the Weinam Creek PDA.
What will happen when a development application is lodged with the MEDQ?
When lodging a development application to the MEDQ the application will be assessed against the purposes of the Economic Development Act 2012 and the Weinam Creek Priority Development Area Development Scheme.

How does the Economic Development Act 2012 development assessment process differ from the process under the Sustainable Planning Act 2009?
Development applications over land within a PDA are made against the development scheme, instead of the local planning scheme and assessed by the Minister for Economic Development Queensland (MEDQ) or a delegated entity under the Economic Development Act 2012. Under this Act, the assessment process generally occurs within 40 business days. This timeframe does not include circumstances where there is a need for additional information or public notice of the application.
Development applications over land outside a PDA are made to and assessed by the local government authority under the Sustainable Planning Act 2009 and the planning scheme.
How long will it take to complete development within the PDA?
Full development of the Weinam Creek PDA is dependent on the landowners and market forces. The development scheme is intended to support improved development opportunities and assessment process that can't be achieved under the Sustainable Planning Act 2009.
Can the MEDQ compulsorily acquire property?
The MEDQ does not have compulsory land acquisition powers under the Economic Development Act 2012.
What happens to building applications that are lodged with a private building certifier?
These applications will continue to be assessed under the Sustainable Planning Act 2009 (SPA), which provides for private building certification.
