The Blackwater Priority Development Area (PDA) was declared on Friday 30 July 2010. It encompasses the entire town north of the Capricorn Highway.
The Blackwater PDA includes existing houses, as well as some short term accommodation facilities, commercial and industrial uses and associated infrastructure.
Note: In February 2013, the Urban Land Development Act 2007 (ULDA Act) was repealed and replaced with the Economic Development Act 2012 (ED Act). From then on, land areas identified for priority development were referred to as Priority Development Areas (PDAs), not Urban Development Areas (UDAs), and existing UDAs were transitioned to PDAs under the ED Act. Any reference to the term UDA on this website is taken to mean a transitioned UDA, which is now known as a PDA.

Delegation of development assessment powers to Central Highlands Regional Council
The Minister for Economic Development Queensland (MEDQ) has agreed to a request from Central Highlands Regional Council (CHRC) to delegate development assessment within the PDA to the council.
From 4 July 2016, CHRC is responsible for assessing any development applications on behalf of the MEDQ. All development applications will continue to be assessed against the Blackwater PDA Development Scheme under the Economic Development Act 2012 (ED Act).
